It is strange to happen to me. I just took photos of the front gate of High Command Headquarters of Royal Cambodian Armed Foruces along Road 4, about 10 km from airport, which will be the Administrative office of Khmer Rouge Tribunal in the future.
On january 20, 2006 at around 9:30 am, my brother drove me toward Internation Phnom penh Airport and dropped me at airport. Before droping me at airport, I and he drove to that place and then I only took pictures of its front gate. When I and my brother drove back and then the military guarding there waved my car and asked me that ” who give you permission to take picture of the place”, and he added that this place was the habitated area, no one would not be allowed to take photo of it if there is not permission from Ministry of Councils. In fact, that place I did not see the habitated sign. At that time, I said sorry to him and then he allowed me to go back without removing my photos. That is the picture that was not allowed to take.
