Education is the heart of development. It helps people build productive lives and cohensive societies. It means that teachers are more valuable because they need to be well educated and quiped with materials.

On the other, the characteristics of the education system change as a country moves up on the scale of educational outcomes and out on the scale of income. The education system changes in other ways:

  1. The progress of students through education system improves.
  2. Public expenditure per student increases, particularly at the primary and secondary levels.
  3. Access to education improves, particularly at the secondary and teritary levels.
