On 19 May 2006, senior government officials’ wives sent petition to Prime minister Hun Sen to ban the use of the lastest generation of mobile phones-3G- because it will be able to destroy Khmer culture and pollute the minds of teenagers.
In the petition read that “We are all very concerned that bad people will use morden communication and information technology in the wrong direction and it will make a serious negative effect on morality and social welfare.”
There will be two private companies (MobiTel and AZ Group) to produce a 3G video phone network. The generic term “3G” refers to third-generation mobile phone technology, which offers Internet connections and the possibility of video conferenceing.
At the mean time, the petition also asked for the government to seriously punish anyone found to be using the phones to attract men into sexual relations by sending them explicit pictures.

I don’t think forbinance is going to work. It’s really silly to retard new technology for people in the developing country.
According to The Cambodia Dail on May 26 2006, government spokesman, Khieu Kanhrith did not agree with petition for banning the use of modern technology and he added that the ban of technology is the mistake. At the mean time, He added “the 3G phone system is an important element of the country’s economic growth, as it allows faster exchange of information. and the negative side of this technology is less than the positive.”
For my opinion, I think that we should ban high technology. Book’s title reads “The world is flat”. It mean that fast communication over the world by developing technology. If government ban it, how does are khmer young people aware of current modern technology on the world?.
I am waiting and seeing whether the petition have effects for Prime Minister to agree with. The signatory of petition are Prime minister’s wife, Council of Ministers’ wife, Minister of National Assembly, Senate relation and Inspection, Prine norodom ranariddh’s wife and the wife of Supreme Court President.
Presently, it is the gobalization ara. So that we cannot protect high technology entry in the free market.
oh! at first, when i’ve read IT City Magaine ‘n’ CM, i feeled dat Cambodia now is catchin’ up with de other developin’ countries in Asia cuz now our technology is updating, like we’re processin 3G, but when i’ve read ya post here, oh for heaven’s sake! why dis problem brings out by de dark people around here??? we hav it now why don use it in de good way? i wonder?!?!?!???
Hun Sen has agreed to ban the 3G. Really stupid
Hun sen’s speech at Buddhis pagoda, he agreed with the ban of using 3G. He added that “Maybe we can wait for another 10 years or so until we have done enough to strengthen the morality of our society.”
To protect women and children exploitation is strengthening the implementation of law. Reducing corruption and so on.
If government ban sophisticated technoloy, so our country’s development cannot keep pace with developed ones over the wold. Those who are surffered are Cambodian people.
I have been to Cambodia many times and believe me when I tell you that 3G phone should be the least of their concerns for moral decay. Most hotels and bars offer sex for money. There are bars like Martini, Sharky, and Heart of Darkness all over Phnom Penh with sole purpose of “moral decay”. 63rd is packed with guest houses and private houses offering up girls. Hell, the Paris Hotel has a fish bowl on the 3rd floor. And, you don’t think the goverment knows about all of these? It’s the same Khmer men that would ban these phones that protect their friends and family when they are caught having sex with children. I have personally been offered sex by children as young as 10 on the streets in from of central market. This whole freakin’ culture is made up of hipocrits.
oh wait for another 10yrs???? how come? Cambodia still cant be up-2-date with other ASEAN countries at all… wat a long time… why don de gov’t find a fastest way to solve dis problem??
