Children Sexual Abuse and Debauchery

When I regularly read local-khmer newspapers everyday. There are almost publication on rape victims- children, aged from 4 to 18 years old. They are orphans, have no mother or father or the both living in the poor families in rural areas.

According to ADHOC’s report, there are 131 raping cases in the first four months for 2006. The report said that the cases obviously happened in the society because Cambodian citizens are unaware of law and have no means to get opportunity and possibility to file a complaint against attackers.

Sex offenders are father, step-father, neighbors who have lived in the same village or near the victims’ houses. While young attackers who committed crime in the age of from 16 to 25 became culprits. The most of raping cases always happened in victims’ houses or when children travelled acrossing from a village to another and so on. The rape victims were threathened to kill by attackers if they spoke out.

I raised the case of man who raped 4 children during 4 months, reased by local newspapers. A man were arrested on June 26 at Kompong Chhnang province. Four children have the age of from 4 to 12 years old, who were raped by man living near those children. The victims are orphans, have no father or mother. After raping, offender threathend to kill them if they spoke out.

The other man in Kompong Speur were apprehended because he raped her step-daughter since she aged 13 to 18. The victim told police that she was threathend to kill by her step-father if she spoke out. (Local newspaper reported).
As you know that rape and debauchery are increasing remarkably because of spread of drug distribution and use, and showing pornographic videos in remote rural areas and towns. By the way, children security were threatened by the society and the lack of protection of children from sexual abuse in rural areas. Consequently, victims have to protected by both government institutions and local and international NGOs.
