Leak of High School Exam Questions

The High School examination for the high school Diploma took place from 6-8 August 2006 with more than 50,000 students in 107 constituencies from all over the country participating. It is noted that annual primary and secondary school diploma test are always under fire from civil society and public for irregularity and corruption. Moreover, during the day of examination process, students always chipped in money for examiners and proctors for cheating answer sheets.

The first day of this year-12^thgrade examination leaked the sheet for the Khmer-language composition examination in some municipalities and provinces. At the time, civil society representatives and students revealed about some bribery on the examination day, expressing concerns about possible hundreds of US Dollar bribes to pass some students.

Sererak voiced his comment without suprise about irregularity of examination process in DeeDee’s blog as saying that:

It doesn’t surprise me.I’ve lived through, seen and heard that for almost all my life. Such practice won’t disappear easily unless teachers’s salary is raised to a satisfied level. We need more time, more money and more politcal will from the government.

After questions got out, Cambodian Independent Teacher’s Association (CITA) issued its statement that the sheets fro the Khmer-language composition examination were available in Kampong Chan province and Sihanouk Ville, as well as the capital. CITA’s president Rong Chhun said that “The Association carefully verified the questions and answers that circulated in the market. They are as the same as the ministry of education’s questions.”

Local Khmer-newspapers reported that constituency’s officers in Siem Reap acknowledged that there was really the leak of examination questions but it was not as the same as the ministry of education’s questions. Rong Chhun urged the ministry to open immediately investigation into the leak of questions in order to punish and prosecute the perpetrators if the ministry found out the truth. As we knew, the high school examination is every rigorous, competitive, and selective and only the elite students will pass. If the ministry do not take strict measure to combat corruption in the test process; the quality of students and educational system will be weaken.

That is good for cheat. The ministry have to improve teacher’s living standard such as increase in salary and strenth of teaching’s qualification.

Because of low salary, teachers have to find subplemental income for their family. For the young children always have paid particularly to their teachers. it is like my nephew, studying at grade 3.
