Recently, the Phnom Penh Municipality issued directive to all motorbike drivers to install mirror on their vehicles in an attempt to reduce traffic accidences. Until now, there are 500,000 motorcycles circulating on the street of capital without wing mirrors. The directive read that if bikes will not have mirrors, traffic police will fine vehicle owners. Not specific find is not revealed yet.
Pa Socheatvong quoted The Cambodia Daily said that “any motorbike driving without mirror is breaking the traffic law. He added that “we are giving people a week to test. We’ll see what the result will be.”
Opposition lawmaker Son Chhay welcomed the new rule; he said that “I think mirrors are very important to save drivers. They only cost $1 or $2 but they can save people’s lives. In addition, he said the Municipality should do all it can to ensure the rule is obeyed, as drivers often make dangerous turnoffs without looking behind them.
One of my staff said that it is good if all motorbikes comply with the new rule make by the City Hall. But he added that the rich and power will not follow the rule. By the way, the traffic police will not fine the high-rang and power sons or daughters. He added that there are many cars without plate number circulating on the public streets in capital but traffic police did not fine them. Only the poor and the powerless have been fined. And police always threatens to export money.
I express my deep concern whether all fine will be kept in the national budget or pocketed in Police and high authorities. So far, when police fined people, almost money has been put in police’s pocket, not using for public interest. By the way, corruption will happen.
