It is cruel acts that 11-yaar old boy’s 3 fingers were cut off with cleaver by unidentified men, while he only stool plastic bucket outside house of attackers early morning at around 3:00 am on March 10 in Phnom Penh. The other parts of his fingers wear thrown into sewage drainage.

Chhoun Piseth, 11, is studying grade 2 at primary school Neakvorn. The boy’s father is the construction worker. His father said that when he is free from his school, he is always seeking unused things for sales. After the boy was mistreated, and beaten, he was released to home. And then, he was hospitalized by his father immediately.

Later, the boy’s father dodged a complaint with police to arrest perpetrators. In the same day, two men were arrested according to complaint. The both aged mid 20, and teachers of English were arrested by police.

The boy is minor and committed petty offense, only stealing bucket. He should not be punished cruelly until cutting off his fingers. Finger cut-off will make him disabled in his life, and affect his study and future. “State shall protect children from acts that are injurious to their education opportunities, health, and welfare.”

    I certainly hope that these perps will not be able to buy thier freedom which often
    happens in cases like these.If these two men believe in street justice then they should be taken out in the jungle and castrated.
