Road condition is an important thing too. If the municipality of Phnom Penh just only intend to build the new roads or fix some damage roads without paying attention to the sawage system, roads still being in bad condition that cause the traffic jam. Another problem is using sidewalk and part of road as vehicled parking or hall installation during special events, wedding for instance. If the road condition is better, we will be able to divert traffic from the main road, to smaller road.... So the main road to not runs at its bottle neck..
