I think that Government has not willingness to take immediate action to arrest the perpetrators because there are some story behind this. I used to see her two times, the first. I met her at Mobitel company while she worked part time and I did too. the second, she joined in my uncle's wedding ceremony and then i sat with her. That is the culture of impunity in Cambodia.
