Although it sounds pretty bad. They should have postponed the wedding. I believe that in this case, money is the main issue for bride not to cancel the wedding. Shame or no shame...if i was the bride I would cancel the wedding immediately. People laughing at you shouldn't be an issue. What an issue is that the guy is not responsible and there could be more issues behind this. Now let say that the guy never will return....what is she? a widowed? i rather be singled/laughed. If the groom is a Cambodia then he would have a permanent entry visa since the 1st day he arrived in the country.
