Cambodia’s corruption rating down 166th
Cambodia government was unsatisfied with the result of the 2008 Corruption Perceptions Index (CPI) launched by the International Transparency (IT) on September 23, 2008 in Berlin, ranking Cambodia 166th of 180 countries and assigning it a score of 1.8 of a possible10. It is getting worse than its 2007 rating.
In response to the annual survey of corruption, Cambodia government officials regarded the survey as bias, unfairness and error. By the way, the official said that the 2008 corruption survey is not transparency by just looking at the small and bad area, but not looking at the good points implemented by the government.
Cambodia’s score is below the neighboring countries in the region, except Burma. The neighbor’s score is getting better than the previous year.
The 2007 survey, the anti-corruption organization ranked Cambodia 151st of 163 countries. Cambodia earned 2.1 points out of possible 10.
The side of NGOs and Civil society expressed concerns for the independence of the anti-corruption body that is appointed by seven-members supreme nation council, consisting of the National Assembly, Senate, the government, the Supreme Council of the Magistracy, The Roy Palace, the Nation Audit Council, and the Constitution council in accordance with the draft law of anti-corruption.
Most common people always are worried about the independence of the anti-corruption body because most of members of nation council are dominated by the ruling party in the fourth mandate.
In The first Council of Ministers meeting of the newly sworn in fourth mandate government, Prime minister, Hun Sen, accused some NGOs and Civil Society of playing its role above the heads of the National Assembly, the Senate and the government. And he said that the Anti-corruption draft law will be passed once the Assembly completed the criminal procedures code.
In the meantime, the civil society observed that the present anti-corruption law has not yet met the international standard. Therefore, the Coalition of civil society urges the government and National Assembly to review some points before adopting the law such as definition of corruption, the Independence of the Anti-corruption body, asset declaration and whistle-blower/ witness protection.
