The vehicles bearing the state, or KHOR MO should be the ones owned by the state or the ministry not by the private as we usually see in Cambodia. A guy like a gang who drives a KHOR MO or state plate seems to be too ridiculous to see by the public eyes.. Wish the new law be implemented successfully and effectively!!!
