Cambodian phone market needs regulation

So far, there are 9 mobile phone service providers issued license by the ministries of posts and telecommunications and information. UNDP released its report by saying that Cambodia’s mobile phone market needed to be more closely regulated in order to improve services and prevent industry malpractice.

The investment in the mobile phone sector to satisfy demand has been increasing 40 percent a year in terms of the number of users. At the present, there are an estimated 4 million mobile phone subscribers out of a population of 14 million people, by 80 percent of whom live in the countryside.

The report read that “the lack of a clear legal and regulatory framework in Cambodia, as well as the lack of an effective competition law could result in a range of problems,” continued report, mobile phone operators had blocked connectivity with rival networks, while the government had issues license to different operations on the same signal, causing poor quality service.

The government has worked on the draft legislation for some time, which would see the Authority of Communications of Cambodia (ACC) set up as an industry regulator. It is expected that the draft legislation will have reached the Council of Ministers, but its process in not clear.

Report said that the telecom sector remains in need of regulatory reform, adding that Cambodia needs to put administrative institutions.
