According to the MOU between EdC and Cleda, the residents in Phnom Penh and Kandal provice will be able to pay electricity bills thru ATMs but people living in Kompong Cham province cannot pay their bills.
If you living in PP and Kandal, you can pay your bills through ATMs everwhere across the country.
