Military police violates traffic police’s role?

The early morning, when I was driving my motorbike along Northbridge Blvd toward my workplace, I spotted a group of six military polices stationing along this street opposite to Northbridge school to be stopping motorcyclists without wearing helmet and installation of mirror. And I did not see traffic policemen amongst them.

Driving and thinking that I am not sure whether military police have duties to fine passengers not to wear crash helmet or have no mirror. As I know, it is the road traffic police’s duties and role in order to control the order of road circulation such as motorbike without mirror, drivers without helmet; drivers do not respect traffic sign and so on.

I used to see military police place checkpoints in order to check illegal weapons on the street, especially in the evening. And sometimes military police has cooperation with traffic police are to implement the road traffic law, in case car drivers use their power on policemen.

If military police violates the role and duty of traffic policemen like that, which institution will control this matter. People will be the victim of improper implementation of legislation in the current society
