Too fast, if motorcyclists to be fined without license

It is seemly too fast if the government starts fining innocent Cambodian people without driver’s license after the new traffic law was signed by King Norodom Sihamoni on February 8, 2007. And it will be implemented after being officially launched in order to reduce casualties, deaths, and disabilities due to traffic accident.

Based on new land traffic law, all drivers of vehicles over 49cc are required to have drivers’ license and each license has 12 points. Points will be deducted if the drivers violate the law such as driving without helmet, serious violation of drunk-driving and so on.

At the mean time, group of civil society, students and youths suggested the government: to promote widely new traffic law throughout the country, to train key officials at commune and sub-district and then they will help train local people to learn new law, and to give two years more to people to receive license.

According to City Hall, more officers will be deployed at the traffic lights in Phnom Penh to educate people who abuse the law without fining and extorting. There are more than 500,000 motorbikes registered with the ministry but only 2,000 drivers have obtained license.

Do you think that there will be corruption if the fast implementations of vehicle drivers have yet to carry license? Will there be extortion by traffic police?

    Based on principle introducing driving license to bikers would improve the traffic safety, but, practically it doesn’t improve any things in Cambodia, it only creats opportunity for korrupt, many stages of test create oppotunity for … What do you think?

    The law itself is perfect but the enforcement and the implementation are normally different things to talk about.

    Having driving license doesn’t mean the traffic accident will be cut down!!! If you come here, you’ll see how crazy the one with his license drives his vehicle.. Never give signal before turning, Always horn hornss and hornsss..Give a left light but turn to the right side, speed up when seeing the yellow light. My idea, i think that cambodian’s gov always does that​​ ” មហាលោតផ្លោះ មហាអស្ចារ្យ “. Its wanna show its power. But what is the consequense?? Usually almost 0 or under. Everything has to go step by step.

  5. If its about safety, why just the motobike driver needs a helmet? A licence means nothing. But: the law isnt the problem. Its how if it is accepted and controlled. Both I would say is far away from reality

    I strongly support the new traffic law. but i do think that that the new law will help reducing traffic accident. It is not good to fine people who violate law without disseminating throughout the country to all people. Not good way is to implement the law effectively and inefficiently.

    If the traffic police start fining violated people based on new traffic law. the corruption will happen at the same time by police. Agree with me?
